    Formant filters
    or
    ring-mod
    or
    resonanat filter + bitcrusher
    or
resonant filter + audio-frequency FM on cutoff

All have to be carefully tuned to get the effect... I would write more but my brain is cheese right now.

Oh, right, I thought you meant vocal-sounding synthesised stuff. I told you my brain was cheese right now. As for the samples, if they're the ones I think you mean I first heard them on Eric B. & Rakim's 'Paid in Full' in 1987 or something. No idea where they're from originally though.

I always thought those two voice samples (the guy and gal) belonged to some vintage drum machine or something

I challenge you to find the drum machine that came with those sounds as presets.

There's one specific drum break from a funk record that those two samples come from. Damned if I can remember what it's from! You can tell we're not samplists in the psy scene... breaks or Dnb producers would be on this straight away, it's not exactly a rare sample!

Woo! Yeah! is a sample of James Brown's voice that has been repeatedly used in popular music, often in the form of a loop. It originates from the 1972 Lyn Collins recording "Think (About It)"
