If you're after CD decks the best starter decks IMO are Pioneer CDJ-100S, you might find them as cheap as £200 if you look round (RRP is £299.99 each).
As for turntables, anything direct-drive is good, you may be able to pick up something 2nd hand for £150 a deck or so. Avoid belt drive. They're horrible and you'll have to learn all your mad skillz again with direct-drive.
CAVEAT: Some people like decks that aren't Pioneer. That's fine, but those people invariably end up learning to use Pioneer kit because it's most prevalent...
